請教關於姐姐探親旅遊簽證

我打算申請姐姐和外甥女暑假來美國探親旅遊，沒辦過，不知有什麽需要注意的。姐姐四年前公差來過美國，公務員，有幾處房產。外甥女四年前去過歐洲旅行，現讀大學。我感覺這些都能說明她們是會回國的。聽說奧巴馬要放鬆中國來美簽證，現在簽證會容易些嗎？另外好像現在沒有（或不需要）海外親友擔保了，是這樣嗎？謝謝辦過的人分享一下經驗！
