US is growing too slow. All money has flowed to the countries which have higher growth, like buying growth stocks. In order to stimulate growth, he is proposing no capital gain tax, so the super rich can keep their money inside this counrty. The super rich all have their off shore accounts, not paying any tax under current system. So any gain is a net gain after reforming.
