怎樣理解這段話

我住的大樓內(CONDOMINUM)有一戶養了一條狗，我告訴管理辦工室，但他說根據master deed 允許養狗。他說“the master deed section X, which supersedes any handbook on file, permits dogs to be in the building.”

這是the master deed section X：
” Dogs, cats or other pet animals or birds shall not be kept in any Unit in such number or of such type as to be noisome or offensive to occupants of other Units., as determined by the board of Trustees in its sole and unrestricted.“
這段話說允許養狗嗎？
