Risk management. The idea of colonizing the Mars with the

latest human techology makes no sense to me, however, both in terms of monetary involvement and application/execution

It is not feasible to settle on Mars if you have a chance to study the topology, atmospher, climate, geography of the Mars.  There are a lot of challenges such as a reliable transporter before human can land on the Mars.
