Let's see what it reads like.

It is possible to complete a PhD dissertation in social science within a year if the materials have been compiled in a right way.

Mr. Xi Jinping has tons of experience in social-political studies so that it is not hard for him to compose his PhD paper with his spare time in a few years. As for the abstract, he could ask some people for help in translating Chinese to English. That is not a big deal.
