如果中興被製裁，其他中國進口商是否可以進口美國的芯片和引進技術呢？yes    如華為或其他公司？yes 如果可以的話，是否可以轉賣給中興呢？yes and no. if HW does this, it will take the risk that itself get punished. it's kind of cheating. 

2. 芯片製造商隻有美國製造是最好的麽？yes and no. depends on what kind of chips. 台灣，韓國的芯片和美國芯片的差距在哪裏？usa has the best design technology from QCom, intel, etc. also best production from intel. but Taiwan has best mass production technology. south korea has similar technology as QCom. 中國芯片製造技術如何？some chips very good, in top level, most in middle and low level 瓶頸在哪裏？design and processing technology not good enough 除了美國之外，其他國家的芯片製造商是否有商機呢？of course. 

3. 美國芯片製造商如何應對呢？hard to say. ask trump not start a trade war :-)   Intel 的芯片生意已經不好很多年了，最近Intel 宣布將關閉旗下的一個NDG部門，該部門主要研製開發健身跟蹤器和智能眼鏡，200名員工如果在公司內部找不到工作的話，將被lay off.  intel has its own problem. it is almost the only company that designs and produces chips, while most companies either design chips or  produce 

4. 是什麽原因導致美國的芯片銷售逐年下降？because of less industry production. 芯片製造的出路在哪裏？maybe enhance high end design, probably 如何重整旗鼓？go back to good old days? not sure that will happen.
