Here is a summary of my research on the policies for working at Xiamen.
By law, I do NOT need to have a Work Permit (就業許可), since I will be working as a Representative (外國企業常駐中國代表機構中的代表).
I do need an Invitation Letter of Duly Authorized Entity (《被授權單位邀請函》) for visa application, from Xiamen Municipal Bureau of Commerce (廈門市商務局).
According to the new policy, this organization does NOT need qualifying check before issuing an Invitation Letter of Duly Authorized Entity (《被授權單位邀請函》).
1. 申請簽證，使館要求廈門政府提供《被授權單位邀請函》。
(3) Registration Certificate of Resident Representative Offices of enterprises of foreign countries(regions) issued by Chinese authorities of industrial and commercial administration, as well as Invitation Letter of Duly Authorized Entity or Confirmation Letter of Invitation issued by relevant Chinese entities as well as Invitation Letter of Duly Authorized Entity or Confirmation Letter of Invitation issued by relevant Chinese entities.

第十條 凡符合下列條件之一的外國人可免辦許可證書，入境後憑職業簽證及有關證明直接辦理就業證：
（一）按照我國與外國政府間、國際組織間協議、協定，執行中外合作交流項目受聘來中國工作的外國人；
（二）外國企業常駐中國代表機構中的首席代表、代表。
3. 廈門市商務局，取消了“Z簽”《被授權單位邀請函》資格審核。
因此，可以在廈門市商務局直接辦理《被授權單位邀請函》。
