There is a simpler test:

When Americans come to China for college degrees in droves, then I am convinced that China provides better education.

When American scientists (not seagulls) come to China for research positions in droves, then I am convinced China provides better research opportunities.

When American rich people, like Trump, come to China for mistresses (No. 3, No. 4) and buy a mansion for their mistresses in droves, I am convinced that China provides better living conditions. (What a sad thing to say for this standard.)
