out the shortcomings (secrets) of air quality problem?  Don't people need (have right) to know the air quality?  Isn't that part of government's job?  You're not upset about the poor air quality or the lack of responsibility of the government, but outraged about the intention of US pointing out the problem???  I would think we should thank the US government to help out.
