Right now Vietnam is making controlled noise. It is quite clear

is whining for candies.

Let them have the candies.  It is the least costly way to deal with about the South China Sea situation.

Candies are good stuff.  The more they have, the more they will rely on the sweet sugar pills.  And the more likely things will just dissipate into NOTHING through time!  And the more likely Vietnam will gradually absorb into the China sphere.

China is not afraid of anybody who takes candies.
