You got it right!

There is no plan to go after Vietnam.  There is no such a need.  Going after Vietnam has no fundamental benefits for China.

 

Conflict in South China Sea is one big "fool-you" for both China and Vietnam.  It is almost like a staged confrontation following a well coordinated script.  :)
