There is a difference between authoritarian and democratic governments. Authoritarian governments depend on a single person or a group of people.  Democratic governments depend on the system.  Sometimes authoritarian governments could be more efficient than democratic ones.  But the long term results are never good.  If this earth quake happened in China, the death toll would be much much higher because there are no systems to make sure that buildings are meeting the construction codes.  Wen Chuan earth quake was a typical example how an authoritarian government works.  School building crumbled and kids were killed, but the Premier Wen showed up at the earth quake site quickly.  Credit goes to Premier Wen.  What about the school children were killed?  Where is the system that should enforce the earth quake zone construction standards?  This story will repeat itself next time when an earth quake happens in China.  There is no bad emperor, just the people under him.
