They don't need to following gov's guide. Just follow the law.

And more importantly, the law is made by the people and can be challanged if it's not reasonable. You can see that happened constantly in the US. However, in china, one person or one party can shoval the "law" and "guide" to people's throat, regardles people's opinion and interest.
