I give you an example to show how the conclusion is made or estimated.

A guy has annual income of $100000 before tax. He takes home $60000 after tax though. He has to pay $10000 property tax to own a house. Thus, He has $50000 in hand actually. Also he has to pay 10% tax on the items and service he buys and consumes. These tax rate is likely to increase increases every year. Do you think that guy's home country (developped country) with GPD per capita ~$65000 is much superior to a country that has GDP per capita $10000 like China that does have property tax, sale tax, etc. 

In this regard alone, China GDP per capita would be raised to $10000! Am I right?

Remember that during the China new year period or month, ~3 billion people are transported from one place to another by various means including high-speed train. This would produce at least 3 trillion dollars real GDP!  In other words, GPD per capita would be increased to $2145. Do you agree such a simple estimate?

So far, China 2019 GDP per capita would be $22145! 

~10000 km new express way is built annually, that would increase another $1 trillion GDP. Now, GDP per capita would be $22860.

~1.5 billion sq meters new houses and 2000 km long new high-speed rail tracks are built up each year, increasing another $1 trillion GPD. So far, the figure is ~$23580.

Note that many small businesses produce enomous amount of GDP, but have not been counted in the China GDP calculation. Aslo, China does not include rentals that also produce GDP though, etc., etc. 

Therefore, China 2019 GDP per capita would be ~$33000!
