The message is related to Firewall. Check the firewall is on or off (in Windows Firewall screen). If it is On, turn off, try it see the program could get through or not. If not, then that is the other setting. If yes, try to find out which program has to be set on Exceptions tab (normally say, you want to turn on the Firewall).
