If you use Windows XP, do the following

1. Start >> Settings >> control panel >> Regional and Language Options

2. Click the Advanced Tab >> Select Chinese(PRC) from the dropdown list

3. You may have to restart your computer.

after that, your download software such as FlashGet can display Chinese.
