Based on my knowledge, there is no "non-criminal guilt". The common meaning of guilt means the guilt at criminal law. If an alien were ever fingerprinted and charged with breaking some kind of law, it would affect his/her adjustment (green card) application. However, as long as the conviction is not aggregated felony and certain other crimes, it may be waived when you apply for adjustment.
