I suggest you apply for road test right away and notify your insurance company.
my knowledge is if your hu*****and have a driver's license, and you do not have one, he is regarded as single under the insurance company's policy and the monthly premium would be higher than a married man.
if you have dirver's license and you tell the insurance about that, they should lower the premium because they think your hu*****and is in a "Married Pool" and they think a family man would drive more responsibly than a single man. that is reasonable, isn't it.
other similar things would be:
the yougner, the more dangerous, and higher premium.
the less often you drive the car, the lower premium.
the fewer tasks your car performs, the lower premium (do not tell them you deliver food).
the closer between the places you drive your car come and forth everyday, the lower premium (e.g. I drive about 1 mile every day from my home to shcool)
take a defensive driving class (5 hours) and get 10 percent refund for the premium
other things: you can shop for lowest premium among insurance companies, but if one has car accident, the stronger insurance companies can have a stronger voice when two companies are sitting together to decide whose fault. so this become a trade-off that more premium might means more chances to get what you want through your insurance company's negotiating with the other insurance company.
