My friend experienced the same last year with 79mi/hr over 55mi/hr. He also received many letters from different law offices. He found one law office near to the Fairfax Court House (it is very likely that you will be called over there, and most of these lawyers know the judges very well), paid $650 to the lawyer, and finally solved the case. He was instructed by the lawyer to do a few things to help the case. It should be OK for you to do the same, but you sure need a lawyer for this. DO NOT get the Chinese Lawyer; they are useless in the USA.
