question about filing dispute. Thanks in advance!

一直潛水，這次沒有辦法了，請教這裏的高人指點一下，先謝了。
我用信用卡買了一個汽車的延期修理保險（extended warranty). 結果朋友建議不要買，我趕緊電話給甲方（賣我保險的公司），對方沒有及時回電話， 我很著急，打電話給信用公司，讓他們停止付錢，Discovercard . 他們說不可以，要我等十五天，要求爭論。 我打電話給甲方很多次，終於被告如何退款，我按照他們說的寄信過去，不過不是有記錄的那種（一個大錯誤，朋友們，千萬不能懶惰，跑趟郵局就hao). 結果discover card solve the case in favor of me first, then after another 15 days, discovercard 又說甲方沒有收到我的取消訂單的信，所以又要我付2000+。 可是已經過了甲方的30天退款的期限。 請問，我可以告Discover card 嗎，因為我當時還把信件複印件給discovercard and ask them if I need to follow up with the merchant, I was told that I don't need to do , because I filed Dispute, discover card will contact merchant.
