Old cat was not wrong when he said, or if he said that. You can be sure that there are many laws did not get enforced. To understand this you may have to go back study the history of this country and how the law evolved for the past 150 years.

The basic idea is, these laws were enacted many many years ago but since then there were so many right of privacy concerns and people realized that if these laws are (were) enforced, there would be constitutional rights to be violated; or, it is very difficult to enforce these laws.

For examples, there was a contraceptive law in Connecticut, enacted about 150 years ago. The moment you try to enforce this law, there would be people challenged its constitutionality and the government will almost always lose because rarely any law passed by states could pass strict scrutiny constitutional muster.
