可以告。你和富國沒有合同，因為還沒有成交。但是你有 reliance interest (the loan cost). 你可以用 promissory estoppel 的理由來要求損失。

但是，合同糾紛是不管 attorney cost 的，你和銀行打官司，要出多少錢，你有數嗎？ 合不合算要自己想清楚。
