How about just 起訴 everybody: 小偷, 拖車的, 拖車公司, 公寓經理, 公寓公司, etc? And try to make money (recover your losses: the car, personal belongs in it, 誤工費, 律師費, etc.) on whoever is responsible AND RICH.
