How to apply visa to Canada from Detroit

Hello,
I have 2 Chinese Citizen visiting US here this month, and I want to take them to Toronto. They have "M" entry type on their US visa, I hope this means multi-entry to US. Can anybody tell me how to apply Visa to Canada?
