大雨後汽車進水被泡，好傷心，怎麽辦？

我住在apartment，停車場的下水管道因年代久了，排水不好，造成高積水。我和鄰居的汽車都進水被泡。我可以向公寓管理者索賠嗎？或者，保險公司管這事嗎？
