The victims can hire a lawyer to sue the landlord. It's expensive. Some lawyer may offer to work on a contingency fee (meaning that the lawyer takes 1/3 of the award if there is one). Keep in mind that your case will be one of many similar cases the lawyer takes on with a similar arrangement and the lawyer is naturally focusing on the ones that are most likely to succeed (that is, yours may not receive much attention).

The victims can also request pro bono service (meaning the lawyer will work for free). As you can imagine, there is a long waiting line. And any fraud who falsely claims to have been persecuted in China will have priority over you.

There are very few civil rights defense organizations for Chinese Americans. It seems that rich donors are more interested in setting up organizations dedicated to smearing China and in effect keeping the Chinese Americans as second-class citizens.
