單身老貓, 輸了Small Claim Court有什麽不良後果？

在Texas, 朋友因扣了$850押金，被前房客告倒Small Claim Court。朋友以為理直氣壯，不以為然，未充分準備就上了庭。法官偏向房客（可能有歧視外國人和同情窮苦白人的傾向）。其中$550因有白紙黑字雙方簽名，法官未允，但仍判朋友敗訴，退還房客$300押金，並負擔房客官司費用。

朋友不服想appeal。我勸他算了，就三百多塊錢。朋友說，如果隻是付錢也罷了，但擔心會留下壞記錄。 請問：

1.房客隻贏了小部分，為什麽還判我朋友負擔官司費用？這不是鼓勵亂告多告嗎？
2.朋友如認輸付錢，會留下不良記錄嗎？
