of counter-intelligence, if someone suspects your hu*****and of being a spy, it would be the FBI that's talking to him. if it's the DoD, they're probably doing intelligence gathering. you'd be surprised how much insight an analyst can gain from things like a manufacturing process or the capacity of a power grid at a certain location.
