I believed this also happened to me also. we had paving this year earlier sometime. They charged us for breaking the barricade and driving on the newly paved road( not dried). After I got the violate notice, I called them to say we didnot do that and they say someone saw us to drive our car out of our house to break the barricade. But in fact, we parked our cars for two nights during that paving period. And our neighbor can prove that for us. So I explain this fact to them the first board meeting and also later asked my neighbor to write a letter to state what she saw as their request. I faxed the letter to the HOA manager and also brought it to the 2rd board meeting. In fact, they did not ask me any more information in 2rd board meeting and say they already know the letter. Then the second day of the 2rd board meeting, they send me the letter saying If I don't pay total, they will ask collection agent.
That is why my question raised here.
