Should we wait until we receive the letter from DA?

The policeman said that the DA might or might not charge my wife. Should we wait until we receive the letter from the DA to hire lawyer? If the case has not reached DA, whom should the lawyer deal with, the police department?

In Phoenix the police is rediculous. Last time I was in ER and saw several Mexican people came in with knife cut and gun wound; they were treated and then released, and no policemen showed up. Now a 6 and half year old played alone in store for 10 minutes and her mom was 20-30 yards away from her, and her mom could be charged.
