Just to share my experience on how to avoid such situations -- as most car rental companies (even smallerr ones) would allow travel with a few adjacent states, next time you rent a car, just asked them if you can drive out of state. I know there might be restrictions in terms of driving nationwide, but my experience shows that most companies would permit a few states around and specified in the contract. For example, when I rented a car in Las Vegas, it permitted me to drive to Arizona, Utah and CA.
