First, is the street belong to your community which is private property of your 社區 or public street that in charged by police? If it's belong to 社區, then only the towing company that has contract with your 社區 can tow your car. There should be company name, address, phone number on the receipt and it should be the same company name and phone number on the 社區牌子上 because no other towing company can tow your car in your 社區 without 社區manager's authorization or contract. If this towing company who towed your car is not the towing company listed on your 社區牌子上, you need to call your 社區 HOA or Security company who driving around and authorized towing to see if they authorized that towing. If not, you can sue this towing company in small claim court. If this street is public street, and it's towed by police, you probably can't do much. However, usually police just give you a ticket, but not tow your car away. Also, for state like CA, law requires the towing company accept credit card payment too. So that towing company only takes cash sounds fishy. I suspect they might not even legal to tow your car at your community.
