a question, thanks in advance

My parents have stayed in the US since last Dec. We tried to apply tax # for them from local IRS office in the past March; however, the officer said they need to do it in the next tax season, which would be early next year. They will leave US next month. Does any friend here know how to get the tax # for them after they go back to China? Thanks!
