the police officer/or the meter guy/gal should hide somewhere, all day long doing nothing, waiting for him/your hubby. Once he opens the car door and sit in the car, then,rush out, write him the ticket, while another team with cameras document the process. Then they can add music, etc., to make it more dramatic!
