關於消除記錄的問題

My hu*****and was arrested for abusing me and felony(stopping me calling 911). I bailed him out and the case was dismissed after 3 month probation(It was stated on the probation letter.). But we never received a letter from the court or police department that the case was dismissed after 3 month. I have a few question:

1:Is the case really dismissed? how would I find out?
2:Is it possible that his record can be get rid of completely? I remember someone posted a while ago that you could go to some office to 消除記錄. Does anybody know which office?
3:Will this affect neutralization process?

Thanks ahead for any oppinion.
