You should call the police right away.
Remember less aggressive you react to the incident, more advantage you got. HOA is good when you report a violation, when incident like this happen, HOA can not do much to help.

If you really want a revenge, get a gun yourself, larger is better. I like AR-15 or Sig-556. Once he aim you again, you can aim back. I guarantee you two will make the front page of local news paper. Both of you can see inside of a jail cell.
