It depend on the state law.

1. You have no criminal liability as long as you lent the car to a friend with a valid license to drive. It is his ticket and he has to pay for it. Exception, he was photoed for running red light, it will come back to you.

2. If your friend does not purchase adequate insurance, your insurance might have to be responsible for the claim.
