You are right. When #2 was created this was their intention. However, time changes and #2 has to be re-interpreted from time to time.

Personal protection is #1 priority. We dont need guns to deal with government anymore. We need votes, as many as possible.

Without rights to bear arm, we are like Jews before WWII. We have no chance to protect ourselves.
