Canada is a different beast.
If in US, I can:
go find the local ordinance, if he noise exceed the threshold level, (may need some specialist to take the measurement), send them a certified letter, asking them to fix it. (you may offer to chip in financially as well) make a diary to how the noise affect your family's life.
if that didn't resolve, you can sue them for public nuisance in small claims court, your wife can sue them as well. say the max. is $7500, two will be $15,000. that will make them crazy, ... well, it will ruin your relationship with them as well.
