A big question: Mental issue vs divorce?

Can they still be divorced if one has mental condition? Are there any legal suggestions from any one here?

I know a couple who are both in USA (married in China, 2 kids), they have been arguing and fighting verbally for years, and the hu*****and eventually decided to end up the marriage. But his wife does not want to divorce and acts crazy or sometimes even seems to have mental issues (not sure if it a real mental problem? because no documents from hospital or doctors to verify it yet).

Now the wife’s relatives in China strongly threaten the hu*****and that they would sue him if he insists on the divorce process, and they are able to provide documents to show the wife has a mental problem. The poor man does not know too much about the regulation about the divorce with a person who has mental problem and worried too much about the lawsuit. He could even not fall in sleep for weeks, and looked like a totally different person - tired, depressed and very disappointed when I saw him last week. Can any one give some legal advices on divorce with a person who has mental problems? How to deal with such situation legally?
