the key word is "reasonable accommodation". This is only apply in Nevada.

Landlord does not need to provide working stove to rent a place. If there is a construction in your area, "noise" and "dust" will be your problem. Ask manager to relocate you to another unit for few days during the construction. That is a very reasonable request because of the kids.

Refuse to repair is childish, that is bad for both of you. If the construction last too long, you can actually declare that the apt is in-habitable and entitle for the 100% deposit back and avoid the contract.

However, this only apply to state of NV. Wherever you are, you have to follow the local regulation.
