房子出問題, 請教?

已往三年, 突然town來帳單 5000+ of sewer betterment fee, 以前 signed P&S with seller : seller to pay off sewer betterment at closing.
closing 時, town 隻出具一 balance of 5000的賬單. 剛才問Town, town 說, 工程項目沒有結束前, 法律規定隻能出具50 % 的帳單. 但是三年前的帳單也沒有注明是50%.

拿出以前的 appraisal, 上麵有以下的話

The subject has a public water supply provided by the municipality. Seller to pay off remaining betterment charges of
approximately $9,000 at closing, per the broker.

所以, 當時的seller and broker 都知道整個的工程項目要 $10000.

我們該怎麽辦?
