Right, complaining the cop does not for sure win. But if you donot report, this cop will do that again and again. Every time you complain, there will be many complaints against her/this cop. If she got too many complaints, there will be some change. It also help to prevent her from doing this later. Donot keep silent. It is obviously she is not fair.
