My best guess is that the passport is too old and they need you go to the 戶口所在地 to get it taking care off.

I got lucky got my passport renewed before the deadline so I have extra 5 years left.

I guess whatever the dummy working at the front failed to identify the passport and has to return to you. You knew that they dont send smart people here to US cos smart people might just run away.
