Even though I agree that pilots should learn enough English to handle communication with control tower, I do think the control tower people need more training to use "standard" language. Pilots should be able to fly to any airports around the world. Even if all the control tower people can speak English, their accents will be different; as a matter of facts, varies greatly. The only way to insure smooth communication is to standardize and minimize the sentences they use.

In the video, the guy ask the pilot if the ramp is cleared for them, should not the control tower people know the answer of this question? I know several accidents caused by control tower people giving wrong instructions (remember the in-air collision over Europe 7 or 8 years ago). The ground control tower people need more training. Period.
