Since your daughter is 19 years old now, you can apply green card for your daughter directly! Check the "follow to joint" on the USCIS web site.
The steps should be:
1) File an application with the original service center where you got your green card to ask them to reopen your case. Then the service center should send a copy of your approved I-140 to National Visa Center or GuangZhou US Consulate.
2) Guangzhou US consulate will inform your daughter to have an interview.
If everything goes smoothly, your daughter should get her immigrant visa in one year.
But, please remember you have to bring your daughter here before her 21 years old.
