I am not sure how large the company is, but bringing this matter direct to GM is not a smart way to do. Your wife will look very incompetent. GM does not deal with this type of things. It is HR's job. Go to HR director or Manager is the right way to go.
Fall out is going to be that guy lost his job. Your wife will not be promote again.
