If some states, driver is required to move to the left lane when emergency vehicles are present. You should explain to the judge that you slow down but don't feel safe enough
to change to the left lane. Since how safe is not safe enough is a judgment call, the police should not be able to
make a determination of the level of safety for you. Tell
the judge that with the traffic condition of that day,
you determined that slow down and pass is safer than change
to the left lane with your slow speed around other faster cars, otherwise you might cause an accident which would
be far more dangerous for the emergency vehicles.
