When someone is not absolutely sure of the law

I do not see any more appropriate response.
Law is a very complicated issue, For example if you have a lot of money and you want to give it to your children, there are different ways, legally, you can leave it to them, each method has different regulation on annual withdraw limit, tax implication, etc.
From the policeman's reaction I got when I was caught, somehow I feel my state of mind does matter, but I am not sure, that is why I am coming here to ask for help.
