Qestion about "plea in obeyance"

What's the difference of "plea in obeyance" and "diversion"? Is "plea in obeyance" a conviction or not?

如果被判plea in obeyance (utah),半年後CASE被dismiss掉後，在移民局那裏除了看到“arrest"的紀錄外，還有什麽別的記錄？如果剛開始case是屬於 CMT的，經過community service和罰款，case被dismiss掉後，也是隻能看到"arrest"的記錄？這樣對以後申請簽證和綠卡有什麽影響？對於以後找工作和移民來說，是plea in obeyance好還是把case降到infraction （non CMT)更好些？
